Nasceu na Inglaterra em 1961. Após estudar arquitetura na Universidade Metropolitana de Leeds, entrou num programa de intercâmbio cultural na Coreia do Norte no inicio dos anos 90. Mais tarde, produziu documentários como "The Game of Their Lives" (2002), "A State of Mind" (2004) e "Crossing the Line" (2006). "A Camarada Kim Vai Voar" (2012) é seu primeiro longa-metragem.
