Há 70 mil famílias hoje na Bolívia cujas vidas dependem exclusivamente de cultivar a ancestral folha da coca. A prática é considerada ilegal há doze anos, e os EUA monitoram a aplicação da lei exercendo pressão econômica e militar. O governo boliviano militarizou a zona de Chapare e deu início a um plano de erradicação das plantações pela força, após falhar no plano de desenvolvimento alternativo que tentou substituir a coca por outros produtos agrícolas. Os incentivos para diversificar a colheita, embora prometidos, nunca foram aplicados.
