Nasceu em Paris em 1975. Depois de se formar pela escola de cinema francesa ESRA, em 1997, começou a dirigir curtas, filmes para a televisão e documentários. Entre os trabalhos de Monro estão os curtas-metragens "Choose or Lose" (1999) e "Behind" (2005), e os documentários "Calamity Jane: Wild West Legend" (2014), "Michel Legrand: Let the Music Play" (2018) e "Racing Through Life: Toulouse-Lautrec" (2019).
