Born in Mozambique in 1931, Guerra moved to Brazil in the 1950s. In 1962, he directed his first feature, "The Unscrupulous Ones", followed by, among others, "The Guns" (1964, 37th Mostra), "Sweet Hunters" (1969), "Gods and the Dead" (1970, 36th Mostra), "The Fall" (1978), "Malandro" (1986, 38th Mostra) and "Turbulence" (2000).

Em 1962, dirigiu seu primeiro longa-metragem, "Os Cafajestes", ao qual se seguiram, entre outros, "Os Fuzis" (1964, 37ª Mostra), "Ternos Caçadores" (1969), "Os Deuses e os Mortos" (1970, 36ª Mostra), "A Queda" (1978), "Ópera do Malandro" (1986, 38ª Mostra) e "Estorvo" (2000).
