Nasceu em Siauliai, na Lituânia, em 1964. Estudou cinema no Instituto VGIK, em Moscou. Estreou na direção com o curta "Tofolaria" (1986) e, em 1991, dirigiu o primeiro longa-metragem: "Three Days". Bartas também é diretor de outros longas, como "Poucos de Nós" (1996), "A Casa" (1997) e "Liberdade" (2000), todos exibidos na Mostra, além de "Seven Invisible Men" (2005), "Eastern Drift" (2010), "Peace to Us in Our Dreams" (2015) e "Frost" (2017).
